Odisha Pharma Summit 2025 Brings Big Investment Push

Over ₹6,200 crore committed, thousands of jobs expected across pharma and med-tech sectors

Bhubaneswar: The Odisha government received a major boost to its healthcare and life sciences sector during the Odisha Pharma Summit 2025, held in Bhubaneswar. A total of 45 Memoranda of Understanding (MoUs) were signed at the event, covering pharmaceuticals, medical technology, and industrial infrastructure.

Official sources said the signed MoUs together represent an investment commitment of ₹6,263 crore. These projects are expected to create around 38,406 jobs in the state over the coming years, giving a strong push to employment and industrial growth.

The pharmaceutical sector attracted the largest number of agreements. As many as 32 MoUs were signed in this segment alone, with proposed investments of ₹2,681 crore. These projects are expected to generate more than 6,500 direct jobs in drug manufacturing, formulations, and related activities.

The medical technology and devices sector also saw strong interest. Twelve MoUs were signed in this area, bringing in committed investments of ₹582 crore and creating nearly 1,900 employment opportunities. These projects will focus on manufacturing medical devices, diagnostics, and advanced healthcare equipment.

In addition, one major MoU was signed for the development of a large industrial park. This project involves an investment of ₹3,000 crore and is projected to create close to 30,000 jobs, making it one of the biggest employment generators announced at the summit.

Apart from signed agreements, officials said the summit also received investment proposals worth ₹780 crore. These investment intentions have the potential to generate around 6,240 more jobs once they take shape.

Addressing industry leaders and delegates, Chief Minister Mohan Charan Majhi said Odisha aims to become a leading destination for pharmaceutical and medical device investments in the country. He said the state wants to emerge as a competitive hub for innovation, manufacturing, and job creation.

The two-day summit was organised by the Government of Odisha in association with the Federation of Indian Chambers of Commerce and Industry (FICCI). It saw participation from more than 300 organisations and over 400 delegates from across the life sciences sector. Participants included companies and institutions working in APIs, bulk drugs, formulations, vaccines, diagnostics, medical devices, healthcare services, research, skill development, and industry associations.

Several leading pharma and healthcare companies such as Infunex, Aurobindo Pharma, Granules Lifesciences, Macleods Pharmaceuticals, Biological E. Ltd, Pharmexcil, Cipla, and vaccine manufacturers took part in discussions and business meetings. These sessions focused on exploring investment opportunities and long-term growth plans in Odisha.

During the summit, the state government also unveiled the Odisha Pharmaceutical and Medical Devices Policy 2025. The policy aims to attract investment, support innovation, and make it easier for companies to set up and operate manufacturing units in the state.

The Chief Minister also launched two new industrial parks — a pharmaceutical park at Khordha-Nayagarh and a medical devices manufacturing park at Khordha. These parks will offer ready infrastructure, common facilities, testing and certification support, and a business-friendly environment to help projects start quickly.

Industries, Skill Development and Technical Education Minister Sampad Chandra Swain said the summit reflects Odisha’s focused approach to industrial development. He said the state offers strong policies, skilled manpower, and active government support for pharma and medical device companies.

Officials added that the Chief Minister and a state delegation will visit Hyderabad on December 19 as part of a roadshow to attract more investments into Odisha’s pharma and healthcare sectors.
