Odisha to Develop 1,000-Acre Semiconductor and Electronics Cluster Near Bhubaneswar

State pushes for global investments, targets 120 chip design companies by 2030 under new semiconductor policy

Bhubaneswar: In a major push to position Odisha as a national hub for semiconductor and electronics manufacturing, the state government has announced plans to set up a dedicated Semiconductor and Electronics Manufacturing Cluster near Bhubaneswar airport. For the project, 1,000 acres of land have already been identified, officials confirmed.

The proposed cluster will house advanced facilities including two projects—SiCSem and a 3D Glass manufacturing unit—recently approved by both the Centre and the Odisha government. These units are expected to form the foundation of the state’s semiconductor ecosystem.

State IT Minister Dr. Mukesh Mahaling said that discussions are ongoing with a group of expert engineers from Malaysia to ensure that the project incorporates global best practices. “Construction of the cluster will begin very soon. The foundation stone for the SiCSem project is scheduled to be laid next month,” he told to Business Standard .

Although such factories typically take about two years to become operational, Dr. Mahaling said the state government is working to make the project functional within 18 months. Land for the company has been identified, and feasibility assessments are currently underway.

Supply chain and supporting industries

To support the semiconductor plants, the state is holding talks with industrial gas suppliers, chemical manufacturers, and other raw material providers. Land has also been earmarked for establishing ancillary industries to create a full-fledged supply chain around the cluster.

“The state government is ensuring all necessary assistance, and more support will be provided as required,” the IT Minister added.

Competitive power tariffs and new semiconductor policy

To attract global investors, Odisha is offering power supply to industries at concessional rates, which the government claims are the lowest in the country. A new Semiconductor Policy has also been announced, with the ambitious target of attracting at least 120 chip design companies to the state by 2030.

The policy is designed to boost investor confidence and create a skilled ecosystem around semiconductor design, manufacturing, and innovation.

Odisha showcases potential at Semicon India 2025

Recently, the state showcased its semiconductor ambitions at the *Semicon India 2025* conference in New Delhi. Chief Minister Mohan Charan Majhi attended the event, highlighting Odisha’s readiness to host next-generation semiconductor and electronics investments.

The state signed MoUs worth ₹2,655 crore during the conference. Sancode Technologies committed ₹1,650 crore, while Top Track Hitech PCB Pvt Ltd agreed to invest ₹1,005 crore in Odisha.

Central approval for mega projects

Last month, the Union Cabinet cleared two semiconductor projects worth ₹4,009 crore in Odisha, to be executed by SiCSem and 3D Glass. Both projects will be located in the upcoming cluster near Bhubaneswar, making it one of the most significant semiconductor hubs in eastern India.

Fast-tracking Odisha’s industrial vision

Dr. Mahaling stressed that the state government is committed to fast-tracking approvals and providing world-class infrastructure to ensure that Odisha emerges as a preferred destination for semiconductor companies.

He said the upcoming cluster is not just about factories but also about developing a holistic ecosystem with housing, skill training, R\&D hubs, and ancillary industries.

With its new semiconductor policy, infrastructure push, and investor-friendly measures, Odisha aims to transform itself into a semiconductor hub and play a vital role in India’s ambition to be self-reliant in electronics manufacturing.
