Odisha to Develop Four New Digital Hubs Under Vision Odisha 2036

CM Majhi unveils plan for Cuttack, Rourkela, Sambalpur, and Berhampur; TYCON 2025 highlights AI, startups, and global collaborations

Bhubaneswar – Chief Minister Mohan Charan Majhi announced that the Odisha Government will develop Cuttack, Rourkela, Sambalpur, and Berhampur as new digital hubs, aiming to make the state a leading innovation destination under Vision Odisha 2036 and Developed India 2047.

Speaking at the inaugural edition of the National Entrepreneurship Summit – TYCON Bhubaneswar 2025, Majhi invited entrepreneurs to join Odisha’s growth story, citing its strengths in Global Capability Centres (GCCs), chip design, blockchain, and AI research. “Once you come here, it will feel like your second home. Together, we can make Odisha the industrial capital of eastern India,” he said.

Organised by TIE Bhubaneswar with the Government of Odisha, the two-day event gathered over 500 delegates from India, Singapore, UAE, and Sri Lanka. Electronics & IT and Health Minister Mukesh Mahaling highlighted Odisha’s pioneering AI policy—the first of its kind in India—and applications like AI-based coffee plantation monitoring in Koraput, along with projects targeting child malnutrition, MMR, and IMR. He also outlined the Odisha Semiconductor Policy and plans for a Fintech Centre in Bhubaneswar.

Day 1 featured sessions on the blue economy, tourism, manufacturing, mining, and women’s entrepreneurship, along with launches like Voice of Entrepreneurship, Ty Women 100, and Entrepreneurship Odisha to encourage innovation in all 314 districts.
Day 2 hosted an AI Summit covering AI Policy 2025, data centres, skilling, and AI for public services, with startup showcases from IG Drones, Mythika, and Skyrider, plus an AI Masterclass by Satyakam Mohanty.

• Dept. of Electronics & IT with IIT Bhubaneswar for research, pilot projects, and ecosystem development.
• OCAC with Semiconductor Fabless Accelerator Lab for the O-chip program.
• ESC Odisha with Hitachi MGRM for technical collaboration.
• TIE Bhubaneswar with incubation centres to expand startup networks.

The event concluded with awards for top entrepreneurs and ecosystem partners. TY Bhubaneswar Chairman Ayakant Mohanty said the conference showcased Odisha’s global potential and solidified Bhubaneswar’s position as a rising innovation hub.
