Odisha to Replace OCAC Building with High-Tech Business Tower
State government eyes digital leap with new innovation and startup hub in Bhubaneswar
In a major push towards digital transformation, the Odisha government has unveiled plans to demolish the old Odisha Computer Application Centre (OCAC) building in Bhubaneswar and construct a state-of-the-art Technology Business Tower in its place. The initiative aims to accelerate the state’s growth as a hub for innovation, technology, and enterprise.
The proposed tower, expected to cost between Rs 100 crore and Rs 200 crore, will span nearly 3 lakh square feet and cater to a wide range of businesses, including IT, ITeS (Information Technology Enabled Services), ESDM (Electronic System Design and Manufacturing) companies, and startups. The tower will also host innovation hubs designed to nurture research and entrepreneurship.
Designed to be a flagship center for Odisha’s tech ecosystem, the facility will not only accommodate a new office for OCAC—the technical directorate under the Electronics and IT Department—but will also offer high-tech infrastructure like incubation zones, co-working spaces, and networking areas to foster collaboration and innovation.
The project is part of a larger strategy to develop Bhubaneswar into a technology-first economy. “We envision a future where Odisha is at the forefront of digital innovation,” a senior government official said. “This infrastructure will provide the foundation for our youth and startups to thrive in a global tech environment.”
Beyond Bhubaneswar, the project management agency (PMA) selected for this initiative will also support OCAC in developing seven additional technology business parks across the state. One of the major upcoming facilities will be located in Keonjhar, spread over 4.56 acres and comprising 1.5 lakh square feet of built-up space.
This sweeping initiative is seen as a cornerstone of Odisha’s evolving digital landscape. By offering world-class infrastructure and support systems, the government hopes to attract increased investment, empower startups, and place the state firmly on the national technology map.
With the launch of these projects, Odisha is signaling its intent to not just keep pace with technological advancements, but to lead from the front—positioning itself as a preferred destination for innovation-driven enterprises in India.
