Tata Steel to Launch Rs 63,000 Crore Expansion at Kalinganagar

Mega Project to Boost Odisha’s Industry and Create Thousands of Jobs
Tata Steel is set to inaugurate the second phase of its steel plant at Kalinganagar in Odisha’s Jajpur district on May 22. This major expansion, with an investment of Rs 63,000 crore, is expected to generate thousands of job opportunities and boost industrial growth in the region.
Chief Minister Mohan Charan Majhi will officially launch the new unit during a grand event in Jajpur, confirmed Industries Minister Sampad Swain.
Tata Steel’s Kalinganagar plant, which began operations in 2016, had already achieved a production capacity of 3 million tonnes per annum (MTPA) within two years. With the Phase II expansion, the plant’s capacity is expected to grow significantly, strengthening Odisha’s role in India’s steel production.
The plant also includes the Neelachal Ispat Nigam Limited (NINL) unit, which produces long steel products using the blast furnace method. Tata Steel has recently focused on expanding its steel operations in Odisha, especially in Kalinganagar, Neelachal, and the Bhushan Steel Plant, which the company acquired in recent years.
In the January–March quarter of 2024-25, Tata Steel had posted a strong financial performance, and a major reason behind this success is its Odisha operations — the Kalinganagar plant and Neelachal Ispat Nigam Limited (NINL).
At the Utkarsh Odisha – Make in Odisha Conclave 2025, Tata Steel’s Global CEO TV Narendran had announced plans to expand all three of these units, highlighting the group’s long-term commitment to Odisha’s industrial growth. Over the past decade, Tata Group has invested nearly Rs 1 lakh crore in the state’s steel sector.
During the May 22 event, the CM will also lay foundation stones for 12 new projects and inaugurate 4 other major projects, involving a combined investment of Rs 1.14 lakh crore. These projects are expected to create around 34,000 new jobs in Odisha.
JSW and Vedanta, two other major players in the steel and mining sector, are also showing strong interest in setting up new projects in the state. JSW is already moving forward with plans for a new plant in Jagatsinghpur, replacing the earlier proposed POSCO project.
Meanwhile, the government has warned companies that have not yet started their allotted projects. They’ve been given a final chance to begin work or return the land, said Minister Swain. A list of active and inactive projects has already been prepared to monitor progress.
