Paradip Port to Become India’s Next Green Hydrogen Hub

Odisha port among three sites chosen under National Green Hydrogen Mission to drive clean energy transition

Bhubaneswar: In a major boost to India’s clean energy ambitions, Paradip Port in Odisha has been selected as one of three strategic sites to be developed as a Green Hydrogen Hub (GHH) under the Union Government’s National Green Hydrogen Mission (NGHM). The other two hubs will be located in Gujarat and Tamil Nadu, marking a coordinated national effort to position India as a global leader in the production and export of green hydrogen.

According to officials, the initiative aims to establish Paradip as a central node for both large-scale hydrogen production and industrial consumption. The Green Hydrogen Hub model is expected to enable efficient supply chains, promote cluster-based development, and reduce the high costs and logistical challenges associated with transporting hydrogen over long distances. This integrated approach is designed to foster early-stage industrial projects, scale up infrastructure, and attract significant private and foreign investment into the green energy ecosystem.

Paradip’s Strategic Role in India’s Green Energy Roadmap

Paradip Port’s inclusion in the NGHM highlights its strategic importance as one of India’s busiest maritime gateways with well-established industrial infrastructure. Located along the east coast, the port already handles large volumes of petroleum, chemical, and fertilizer cargo—sectors that are expected to benefit directly from green hydrogen adoption. Industry experts believe that the upcoming hydrogen facilities could supply clean fuel to nearby industrial zones, including refineries, steel plants, and fertilizer units, helping them transition away from fossil fuels.

The Ministry of New and Renewable Energy (MNRE) has issued comprehensive guidelines for Hydrogen Valley Innovation Clusters and Green Hydrogen Hubs. These guidelines identify regions with strong potential for hydrogen-related activity based on their industrial base, availability of renewable energy resources, and export readiness. Paradip’s coastal location, deep-water port, and proximity to major energy industries make it an ideal choice for the initiative.

Boost to Private Investment and Industrial Innovation

Officials said the government expects the designation of Paradip, Gujarat, and Tamil Nadu as hydrogen hubs to catalyse large-scale private sector participation. Major public sector enterprises such as Indian Oil Corporation (IOCL), NTPC, and GAIL are already exploring opportunities to set up green hydrogen production units in and around Paradip. The move is also expected to attract international energy companies seeking to invest in India’s hydrogen ecosystem.

In addition to production, the Green Hydrogen Hubs will serve as innovation clusters—facilitating research, pilot projects, and technology development. By integrating renewable energy generation, electrolysers, and hydrogen storage infrastructure, these hubs aim to reduce overall production costs and make green hydrogen commercially viable. The mission further seeks to encourage collaborations between research institutions, startups, and industries to accelerate clean fuel technologies.

Aligning with India’s Net-Zero Goals

The National Green Hydrogen Mission, launched by the Government of India, is a cornerstone of the country’s strategy to achieve net-zero emissions by 2070. By leveraging its ports as key operational centers, the government plans to decarbonize high-emission sectors such as steel, cement, fertilizers, and transportation.

With Paradip at the forefront, Odisha is poised to play a significant role in this national transition. The state’s growing renewable energy capacity—particularly in solar and offshore wind—can support the production of green hydrogen through electrolysis, paving the way for cleaner and more sustainable industrial growth.

A senior official from the Ministry noted, “The development of Paradip as a Green Hydrogen Hub will not only contribute to India’s clean energy targets but also enhance its position in the global hydrogen supply chain. It’s a transformative step toward building a sustainable and self-reliant energy economy.”
