OPHWC Targets Rs 1,500 Crore Turnover for 2025–26
Odisha Police Housing and Welfare Corporation signs MoU with Home Department to accelerate growth and efficiency
Bhubaneswar : In a major step towards strengthening infrastructure development and fiscal growth, the Odisha Police Housing and Welfare Corporation (OPHWC) signed a Memorandum of Understanding (MoU) with the State Home Department. The agreement sets an ambitious target for the corporation to achieve a turnover of Rs 1,500 crore during the 2025–26 financial year.
The MoU was signed between Satyabrata Sahu, Additional Chief Secretary of the Home Department, and S.K. Priyadarsi, Chairman-cum-Managing Director of OPHWC, marking a significant milestone in the corporation’s expansion journey.
OPHWC, a profit-making Silver-Rated Public Sector Undertaking (PSU) of the Odisha Government, has witnessed steady growth over the past decade. From a turnover of Rs 332 crore in 2014–15, it surged to Rs 1,366 crore in 2024–25, reflecting an impressive 25 percent increase over the previous fiscal year’s figure of Rs 1,090 crore. The corporation’s profit margins have also improved substantially, rising from Rs 20 crore in 2014–15 to Rs 95 crore in 2024–25.
As a self-sustaining PSU, OPHWC finances its operations independently and has consistently contributed to the state exchequer. Since the 2014–15 fiscal year, it has paid cumulative dividends of Rs 64.77 crore to the Government of Odisha, with an additional Rs 21.28 crore scheduled for release in the current financial year.
OPHWC’s performance has positioned it as a model PSU in the state’s construction sector. It remains the only SAP-enabled corporation in Odisha, managing its entire operational framework—from project estimation and budgeting to vendor payments and monitoring—through a centralized digital system. This ensures enhanced transparency, accountability, and efficiency in project delivery.
The corporation is currently executing several major infrastructure projects across departments, including Police, Fire Services, Prisons, Judiciary, Higher Education, Agriculture, and Health. Among its flagship initiatives are 126 Ama Bus Stand Project (Phase II) with a total project cost of Rs 1,753.54 crore and the Model Jail at Jamujhari, Bhubaneswar, estimated at Rs 331.23 crore.
In addition, several high-value and prestigious projects are nearing completion. These include the Hostel Building and Facility Centre at Gopabandhu Academy of Administration in Bhubaneswar, Abakari Bhawan—a multistoried office complex for the Excise Department, the New Academic Building at Madhusudan Law University in Cuttack, the Academic and Administrative Building of Rajendra University in Bolangir, and the Centre of Excellence on Silver Filigree in Cuttack.
With over four decades of experience in public infrastructure, OPHWC has built a strong reputation for delivering high-quality projects driven by innovation, integrity, and timely execution. Its contribution extends beyond police housing, encompassing a wide range of public infrastructure critical to Odisha’s growth and modernization.
Looking ahead, the corporation aims to secure Gold-Rated PSU status, reinforcing its commitment to excellence, transparency, and sustainable development. By aligning its operational goals with the state’s broader vision for infrastructural transformation, OPHWC seeks to emerge as a leading force in Odisha’s construction ecosystem.
Officials expressed confidence that the newly signed MoU will not only boost OPHWC’s financial performance but also enhance the pace of public infrastructure delivery across the state. The focus will remain on adopting advanced construction technologies, ensuring quality standards, and maintaining fiscal discipline while supporting the government’s vision of “Viksit Odisha @2036.”
