Odisha to Launch Digital Platform for PMAY-U 2.0 Monitoring

The Odisha government is set to launch a digital platform to streamline the implementation and monitoring of the Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), a key housing scheme aimed at providing affordable homes to the urban poor.

The initiative, being taken up by the Odisha Urban Housing Mission (OUHM), the nodal agency for the scheme in the state, is already in progress. Officials said a web-based application is under development to support planning, real-time monitoring, and grievance redressal, which will enhance transparency and efficiency in the delivery of housing benefits.

The application process for PMAY-U 2.0 is currently underway in Odisha, with thousands of people having already submitted their forms to avail benefits under the scheme. The new digital platform will enable authorities to track progress and resolve issues swiftly, ensuring timely construction and delivery of homes.

The Central Sanctioning and Monitoring Committee (CSMC) of PMAY-U 2.0 has approved the construction of over 3.52 lakh houses across several states, including Odisha. The houses will be built under two main components of the scheme—beneficiary-led construction and affordable housing in partnership with private developers.

To ensure a smooth rollout, the OUHM has prepared an implementation manual detailing procedures, eligibility criteria, and guidelines for project execution under the scheme.

The Housing and Urban Development (H&UD) Department stated that PMAY-U 2.0, launched by Prime Minister Narendra Modi in September 2024, will be implemented in all statutory towns and cities, based on data from the 2011 Census.

As per the eligibility guidelines, the scheme will benefit households from economically weaker sections (EWS) with an annual income of less than Rs 3 lakh and those from lower-income groups (LIG) earning between Rs 3 lakh and Rs 6 lakh. To qualify, applicants must not own a pucca (permanent) house in the name of any family member anywhere in the country.

Officials said the digital platform will be crucial in identifying eligible beneficiaries, avoiding duplication, and ensuring funds are used effectively. It will also help in better coordination between departments and faster decision-making at the state and district levels.

With the launch of the digital platform and the support from the Centre, Odisha aims to speed up the construction of affordable homes and improve living conditions for urban poor families, contributing to the state’s larger goal of inclusive and sustainable urban development.
