Odisha Startups Secure ₹35 Crore Funding Under Centre’s FFS Scheme

Cuttack, Khordha, Rourkela, and Ganjam among key districts to benefit; government pushes regional innovation and digital MSME transformation

Bhubaneswar: In a major boost to Odisha’s growing startup ecosystem, seven startups from the state have received a cumulative funding of ₹35 crore under the Government of India’s Fund of Funds for Startups (FFS) scheme. This information was shared by Union Commerce and Industry Minister Jitin Prasada during a Lok Sabha session held on Tuesday.

In response to a query raised by Bolangir MP Sangeeta Kumari Singh Deo, the Union Minister confirmed that as of June 30, 2025, Alternative Investment Funds (AIFs) supported by FFS had invested approximately ₹35 crore into these seven startups. The investments span across key Odisha districts such as Cuttack, Khordha, Rourkela, and Ganjam, reflecting the Centre’s effort to encourage entrepreneurial activity beyond traditional metro hubs.

The Fund of Funds for Startups was launched as part of the Startup India initiative to increase access to venture capital for early-stage, high-growth startups across India. Odisha’s inclusion in this program marks a milestone in the state’s transition towards becoming a regional innovation hub.

To further cultivate the startup ecosystem, the central government is actively conducting mentorship workshops, pitching sessions, and bootcamps in urban centres like Bhubaneswar. These events are designed to offer knowledge, resources, and exposure to both budding entrepreneurs and first-time fund managers.

Additionally, the government is advancing digital commerce adoption among MSMEs in Odisha through the Open Network for Digital Commerce (ONDC). Small businesses are being onboarded onto digital platforms with assistance in logistics, packaging, and cataloguing under the Ministry of MSME’s TEAM scheme.

Digital literacy programs are also underway to prepare Odisha’s micro and small enterprises for the evolving digital economy. The Digital Readiness Assessment Tool, developed in collaboration with the Quality Council of India, is helping MSMEs enhance their digital presence and capabilities.

These efforts are being complemented by national infrastructure programs such as the PM Gati Shakti Master Plan and the National Logistics Policy, which aim to streamline supply chains, reduce operational costs, and improve market access for businesses operating in both digital and physical ecosystems.

The combination of targeted funding, mentorship, digital training, and improved logistics infrastructure highlights the government’s multi-pronged approach to transforming Odisha into a fertile ground for innovation and entrepreneurship. As startups from non-metro regions begin to gain national support and visibility, Odisha’s role in India’s startup growth story is becoming increasingly prominent.
