Odisha Signs MoUs to Boost Heritage, Adventure, and Buddhist Tourism

Government aims to transform state into a premier global tourism hub
Bhubaneswar: In a major step towards positioning Odisha as a world-class tourism destination, the state government signed three significant Memoranda of Understanding (MoUs) with premier national and international institutions. The agreements focus on heritage conservation, development of adventure tourism, and revival of Buddhist pilgrimage circuits.
The MoU signing ceremony was held at Lok Seva Bhavan in Bhubaneswar in the presence of Deputy Chief Minister Pravati Parida, Minister of Odia Language, Literature & Culture Department Suryabanshi Suraj, and Chief Secretary Manoj Ahuja. Senior officials and representatives of the partnering institutions also attended the event.
Speaking on the occasion, Deputy Chief Minister Parida said the agreements represent a holistic vision for Odisha’s tourism sector. “These MoUs will not only conserve our invaluable heritage but also diversify our tourism offerings and strengthen Odisha’s global footprint. Our focus is on effective implementation so that the outcomes are meaningful and sustainable,” she said.
One of the key MoUs was signed with the Indian Institute of Technology, Madras (IIT-M), to bring cutting-edge scientific expertise into the conservation of Odisha’s historic monuments and heritage sites.
Under this collaboration, IIT-M will conduct structural audits, material testing, and geotechnical investigations of selected monuments. The partnership also covers advanced documentation techniques, sustainable reuse plans, and preparation of detailed project reports. Project management consultancy support will further ensure high-quality conservation practices.
Officials said the MoU would enable Odisha to protect its cultural landmarks with modern technology while maintaining historical authenticity, thereby enhancing the state’s global cultural identity.
Recognising Odisha’s vast coastline and rich water resources, the state government has joined hands with the National Institute of Water Sports (NIWS), Goa, to unlock the potential of adventure tourism.
The MoU aims to introduce international safety standards and conduct regular safety audits for adventure activities across the state. It also includes training and capacity-building programs for tourism operators, lifeguards, and service providers.
The government expects this partnership to pave the way for water-based adventure activities such as scuba diving, surfing, jet skiing, and sailing. Officials believe this will not only attract domestic and foreign tourists but also create new livelihood opportunities for local youth.
A third MoU was signed with the Light of Buddhadharma Foundation International (LBDFI) to revive and promote Odisha’s deep-rooted Buddhist heritage.
Under this initiative, the state will host annual prayer ceremonies at major Buddhist sites including Ratnagiri, Udayagiri, Lalitagiri, and Dhauli, which are part of the famous Diamond Triangle of Odisha. The collaboration also includes developing visitor amenities, enhancing digital engagement platforms, and curating academic and cultural programs to showcase Odisha’s Buddhist legacy to the world.
Deputy CM Parida highlighted that the initiative would strengthen Odisha’s position on the global Buddhist pilgrimage map, drawing monks, scholars, and tourists from across Asia and beyond.
Chief Secretary Manoj Ahuja noted that the three partnerships underline Odisha’s commitment to a balanced tourism strategy that integrates heritage preservation, modern adventure opportunities, and spiritual tourism. “This approach will not only diversify Odisha’s tourism portfolio but also create inclusive growth by involving local communities and generating employment,” he said.
Officials added that the state government is working to align tourism initiatives with sustainable development principles, ensuring that growth does not come at the cost of the environment or cultural authenticity.
With these MoUs, Odisha has signaled its determination to emerge as a premier global tourism destination by combining its cultural depth, natural beauty, and modern infrastructure.
