Odisha IT Policy 2025 Targets One Million Jobs, Focuses on Emerging Technologies

New policy introduces strong governance, faster approvals, and enhanced investor services

Bhubaneswar: The Odisha government has outlined an ambitious plan under its new IT Policy 2025, aiming to create one million employment opportunities during the policy period. Electronics and Information Technology (E&IT) Minister Mukesh Mahaling shared the details in the Assembly, highlighting that the policy aligns with the state’s long-term development vision for 2036 and 2047.

Responding to a question from Congress MLA Sagar Charan Das, the minister said that the IT Policy 2025 has been framed with a comprehensive structure to ensure effective implementation. It includes a clear vision statement, measurable targets, and well-defined governance mechanisms to support consistent monitoring and course correction.

The policy promotes the growth of advanced technologies such as artificial intelligence (AI), machine learning (ML), cyber security, and blockchain, positioning Odisha as a future-ready IT hub.

To strengthen oversight, the state has introduced a multi-level governance structure. At the highest level, a committee chaired by the Chief Secretary will guide policy decisions, supervise key initiatives, and evaluate special incentive packages.

Supporting this is the Policy Advocacy and Vision Group (PAVG), which will act as a think tank responsible for reviewing progress and making necessary mid-course adjustments.

The Odisha Computer Application Centre (OCAC) has been designated the nodal agency for implementation, backed by specialized units dedicated to project management and monitoring.

To improve the ease of doing business and attract more IT investments, the policy includes robust investor support features. Through the GO SWIFT single window system, companies will receive end-to-end facilitation, real-time project tracking, and efficient grievance redressal.

A structured three-tier clearance mechanism will ensure time-bound approvals for projects of varying sizes, reducing delays and boosting investor confidence.

Minister Mahaling informed the Assembly that operational guidelines for the Odisha IT Policy 2025 have already been prepared and will be published shortly. These guidelines will provide detailed instructions for implementation and help stakeholders understand the benefits, incentives, and support mechanisms available under the policy.

With its strategic focus on emerging technologies, strong institutional backing, and commitment to job creation, the Odisha IT Policy 2025 aims to position the state as a leading technology and innovation destination in eastern India.
