Ambitious plan to tackle rising real estate prices and housing shortage in the state capital

In a significant move to address Bhubaneswar’s worsening housing crisis, the Odisha government is planning to roll out affordable housing units priced from rs.15 lakh to 50 lakh. This initiative is part of a broader vision tied to the city’s expansion strategy and aims to restore Bhubaneswar’s identity as an inclusive and livable urban centre.

Once celebrated for its affordable living, Bhubaneswar is now witnessing a sharp spike in property prices, with many residential units priced above rs.1 crore. This has made home ownership nearly impossible for the city’s middle-class and low-income families. The new housing policy, spearheaded by the Housing and Urban Development (H\&UD) Department, will cater to both the Low-Income Group (LIG) and Middle-Income Group (MIG) segments.

The affordable housing units will not only be developed within the city but also in newly proposed peripheral zones, as part of the government’s “Greater Bhubaneswar” vision. The Bhubaneswar Development Authority (BDA) is fast-tracking the Town Planning Scheme (TPS) to widen the city’s boundaries, earmarking new areas for residential, commercial, and public use.

Officials believe that the availability of affordable homes will relieve pressure on the city’s overcrowded infrastructure while providing sustainable living options for a rapidly growing population.

In addition to housing, the state government is also pushing forward with plans to improve Bhubaneswar’s urban mobility. These include the construction of flyovers at key junctions and modernization of traffic signals to ease congestion. The city’s public transport system will also be expanded, with more buses planned to serve new and existing urban zones.

Moreover, integration of Bhubaneswar with its twin city Cuttack and religious hub Puri is on the cards through the proposed Tri-City development model. The goal is to create a seamless urban corridor to support residential, economic, and tourism growth across the region.

The Odisha government’s multi-pronged approach aims to balance growth with affordability, making Bhubaneswar a model smart city that is both modern and inclusive.
