Odisha Government Unveils Plans for 800-Acre Modern City Near Capital

Singapore to design masterplan for modern city with IT hubs, housing, healthcare, and industrial zones.
Bhubaneswar : Bhubaneswar is set to expand its urban footprint with the development of a brand-new satellite city, to be known as “New Bhubaneswar.” Spread across nearly 800 acres, the proposed city will cover regions including Malipada, Daspur, Andharua, and Gothapatna. The ambitious project, inspired by global models of sustainable urban development, is being planned with the technical support of the Singapore government, which has been entrusted with preparing the drawings and design.
Urban Development Minister Dr. Krushna Chandra Mahapatra announced the project details while highlighting the state government’s broader vision for urban transformation. He explained that after the Chief Minister’s recent announcement, public curiosity and expectations about New Bhubaneswar have grown significantly. The minister said the government aims to create a modern city that blends housing, business, healthcare, and industrial activities with open and pedestrian-friendly spaces.
According to Mahapatra, the design for New Bhubaneswar is being modeled along the lines of Gujarat’s Dholera Special Investment Region and the Gift City concept, both of which are considered benchmarks in integrated city planning. He said the Singapore government, which has already begun preparing the Detailed Project Report (DPR), has been provided with the required financial support by the state government. The DPR is expected to be submitted within the next one to two months.
The minister underlined that the project will not just focus on building new infrastructure but will also align with plans to redevelop and reorganize existing city spaces in line with Bhubaneswar’s growing population and urban demands. “Along with the growth of the city, we are planning redevelopment of existing areas to ensure balanced urban expansion,” Mahapatra said.
The proposed city is being envisioned as a self-sustained urban hub equipped with state-of-the-art facilities. Plans include an Information Technology (IT) park to attract global and domestic IT companies, comprehensive healthcare facilities, modern residential housing, and business establishments. To ensure inclusivity and ease of movement, pedestrian pathways and open spaces will form an integral part of the design. Dedicated zones for economic activities and industrial establishments will also be incorporated, ensuring that the new city contributes to Odisha’s economic growth.
Officials confirmed that the project will emphasize sustainable practices, including proper water management, green zones, and energy-efficient infrastructure. The aim is to create an urban ecosystem that balances development with livability, making New Bhubaneswar an attractive destination for both residents and investors.
The state government also sees this project as a major employment generator. With the inclusion of IT, healthcare, housing, and industrial infrastructure, the new city is expected to create thousands of direct and indirect jobs. It will also provide opportunities for small and medium-scale enterprises, startups, and service providers to thrive.
While the Singapore government is leading the design phase, Odisha will remain closely involved in planning to ensure that local needs and cultural identities are respected. Authorities are hopeful that this collaboration will deliver a masterplan that combines global best practices with Odisha’s unique requirements.
Mahapatra emphasized that the government’s priority is to create a city that not only serves as a modern urban center but also reflects Odisha’s aspirations for the future. “This will be a city that provides opportunities, ensures sustainable living, and sets new benchmarks in urban growth for the state,” he said.
With work on the DPR underway and the state government’s commitment to providing the necessary resources, New Bhubaneswar promises to emerge as one of Odisha’s most ambitious urban projects. Once completed, it is expected to redefine the capital region, offering world-class amenities and a modern lifestyle while complementing the cultural heritage of Bhubaneswar.
