Odisha Government Plans ₹600 Crore Redevelopment of BDA City Centre in Bhubaneswar

Nicco Park to be transformed into a modern urban recreation hub from 2026

 

Bhubaneswar: The Odisha government has announced a major redevelopment plan for the BDA City Centre, popularly known as Nicco Park, in Bhubaneswar. The large-scale project, estimated to cost over ₹600 crore, aims to transform the ageing recreational facility into a modern, multi-purpose urban leisure destination.

Housing and Urban Development Minister Krushna Chandra Mahapatra shared details of the project on Thursday, stating that the redevelopment will be carried out in a phased manner starting from 2026.

Vision to Create a Modern Urban Leisure Space

The redevelopment of Nicco Park is part of the state government’s broader push to upgrade public recreational infrastructure in the capital city. Once completed, the revamped BDA City Centre will cater to people of all age groups and offer a mix of entertainment, dining, outdoor activities, and community spaces.

The minister said the objective is to make the park more attractive, accessible, and aligned with the growing lifestyle and leisure needs of Bhubaneswar’s expanding population.

Three-Phase Redevelopment Plan Explained

The ambitious project will be executed in three distinct phases to ensure smooth implementation and minimal inconvenience to visitors.

In the first phase, the focus will be on core infrastructure development. This will include site preparation, internal roads, utilities, landscaping basics, and strengthening existing structures.

The second phase will concentrate on developing commercial and entertainment zones. Facilities such as food courts, shopping and market complexes, and indoor entertainment areas will be added during this stage.

The final phase will introduce advanced recreational and activity-based amenities. These will include open leisure spaces, boating facilities, play zones, and other attractions designed to enhance the overall visitor experience.

Modern Facilities to Redefine Nicco Park Experience

As per the plan, the redeveloped park will feature several modern facilities that were not part of the earlier design. These include a dedicated food court, organised market spaces, multiple entertainment zones, boating areas, and improved walkways.

The aim is to create a balanced mix of commercial activity and open green spaces, ensuring that the park remains both vibrant and environmentally friendly.

Public Access to Continue During Construction

To avoid complete closure, the government has decided that parts of the park will remain open to the public throughout the construction period. This phased access approach is intended to ensure that residents continue to have recreational options even while redevelopment work is underway.

This decision is expected to be welcomed by regular visitors who use the park for morning walks, family outings, and leisure activities.

Project Scope Expanded from Earlier Proposal

Earlier in September, the state government had indicated a redevelopment plan costing around ₹250 crore. However, the latest announcement significantly expands the scope and scale of the project, reflecting a more comprehensive vision for transforming the BDA City Centre into a landmark urban recreation zone.

Officials said the increased investment will allow for better infrastructure, higher-quality facilities, and long-term sustainability of the park.

Additional Upgrades Around Lake and Stormwater Channel

Alongside the Nicco Park redevelopment, the Bhubaneswar Development Authority is also working on modernising the adjoining stormwater channel and lake zone. These works include landscaping, development of walking paths, beautification, and restoration measures, all of which have received approval from the state government.

The integrated approach is expected to improve the overall environment of the area and enhance its appeal as a leisure and relaxation destination.

Boost to Bhubaneswar’s Urban Lifestyle Infrastructure

With this major redevelopment, the BDA City Centre is set to emerge as one of Bhubaneswar’s most prominent recreational hubs. The project is expected to boost urban quality of life, promote community engagement, and strengthen the city’s image as a modern, well-planned capital.

Once completed, the transformed Nicco Park will offer residents and visitors a vibrant space combining entertainment, dining, nature, and leisure under one roof.
