Odisha CM Presents Rs 17,440-Crore Supplementary Budget to Boost Ongoing Projects

Government focuses on farmers, education, welfare schemes and infrastructure while maintaining financial discipline

Bhubaneswar: Chief Minister Mohan Charan Majhi presented a supplementary budget of Rs 17,440 crore in the Odisha Assembly for the 2025–26 financial year. The additional allocation aims to fund the completion of important ongoing projects and strengthen development and welfare programmes across the state.

Majhi said the supplementary budget fully complies with the Fiscal Responsibility and Budget Management (FRBM) Act. The government plans to maintain a revenue surplus and keep the fiscal deficit at about 3 per cent of the Gross State Domestic Product (GSDP). The debt-to-GSDP ratio is also expected to remain within the mandated 25 per cent limit by the end of the year.

As of October 2025, Odisha had a revenue surplus of 1.3 per cent and a debt-to-GSDP ratio of 11.9 per cent. The interest payment to revenue receipt ratio stood at 2.2 per cent, indicating stable financial health.

Majhi also highlighted that the state’s capital outlay for 2025–26 will cross 6 per cent of GSDP after including the supplementary provision. He said this will help accelerate economic growth while enabling the government to continue major welfare and development programmes. Earlier in February, he had presented the main annual budget of Rs 2,90,000 crore.

Of the total supplementary budget, Rs 13,716 crore has been earmarked for programme expenditure, Rs 3,389 crore for administrative expenditure, Rs 171 crore for disaster response, and Rs 164 crore for transfers to urban and rural local bodies as per State Finance Commission recommendations.

A major portion of the programme expenditure focuses on farmers’ welfare and food security, with an allocation of Rs 6,019 crore. This includes Rs 3,000 crore for the revolving fund for paddy procurement, Rs 1,325 crore for subsidy support in paddy procurement, and Rs 850 crore for input assistance to farmers under the Samrudha Krushak Yojana.

Under administrative expenditure, Rs 1,406 crore has been set aside for debt servicing and Rs 133 crore for recoupment of advances from the Odisha Contingency Fund. The government has also provided Rs 250 crore for maintenance of roads and bridges, Rs 205 crore for government residential buildings, and Rs 306 crore for non-residential buildings.

The education, sports and skill development sector has received Rs 2,127 crore, reflecting the government’s focus on youth and education. This includes Rs 392 crore for PM-POSHAN, Rs 320 crore for Odisha Adarsha Vidyalayas, and Rs 307 crore for state support towards Samagra Shiksha.

The empowerment of women and children has been allocated Rs 1,622 crore. The flagship Subhadra Yojana has received Rs 295 crore, while the Mission Shakti programme has been given Rs 405 crore. Another Rs 426 crore has been allotted under the National Rural Livelihood Mission.

The ST and SC Development Department has received Rs 580 crore, while the Forest and Environment Department has been given Rs 517 crore. Panchayati Raj and Rural Development has been allotted Rs 467 crore, and Urban Development has received Rs 339 crore.

To promote culture and tourism, the government has provided Rs 333 crore. This includes Rs 100 crore for the Baraputra Aitihya Grama Yojana and Rs 90 crore for the establishment of the Kalamandal cultural complex.

The industries sector has been given Rs 326 crore, including Rs 276 crore for the SIDBI Cluster Development Fund, while Rs 125 crore has been earmarked for infrastructure and IT-related initiatives.

The supplementary budget underlines the state government’s push for balanced development, stronger social welfare systems and improved infrastructure while keeping Odisha’s financial stability intact.
