Odisha Charts Ambitious Water Strategy Under Vision 2036/2047

Focus on irrigation, smart water management, and climate resilience
Bhubaneswar: In a high-level review meeting at Rajiv Bhawan, Development Commissioner-cum-Additional Chief Secretary of the Department of Water Resources, Anu Garg, evaluated the progress of Odisha’s long-term Vision 2036/2047 . The strategy is aimed at transforming the state’s water management systems to ensure sustainable and inclusive development.
The meeting focused on key priorities such as expanding irrigation coverage, increasing water storage and conservation capacity, and improving water-use efficiency. Emphasis was also laid on adopting smart and digital water management technologies and reinforcing governance and policy mechanisms to support these changes.
One of the major goals set under this vision is to create irrigation potential for 15 lakh hectares over the next five years. Specifically, for the financial year 2025–26, the plan targets developing irrigation facilities across 2.77 lakh hectares. These efforts are expected to secure water availability for agriculture and boost rural livelihoods.
During the meeting, senior engineers and officers were directed to fast-track approvals for pending schemes and prioritize high-impact projects. They were also urged to ensure efficient fund utilization to meet infrastructure and development targets within stipulated timeframes.
Vision 2036/2047 is closely aligned with Odisha’s broader objective of building climate resilience, especially in regions prone to erratic rainfall and water stress. The roadmap underscores integrated planning, sustainable practices, and the use of innovative technologies to manage the state’s critical water resources effectively.
By strengthening infrastructure, enhancing governance, and involving communities, the state aims to ensure long-term water security, support agricultural growth, and safeguard the livelihoods of millions dependent on farming and related activities.
