Odisha Cabinet Approves JSW’s Captive Jetty at Jagatsinghpur to Power Industrial Growth

Strategic infrastructure project to support integrated steel plant, generate over 3,000 jobs
In a major boost to Odisha’s maritime and industrial logistics ecosystem, the State Cabinet has approved the Concession Agreement with JSW Utkal Steel Limited for the development of a greenfield captive jetty at Jatadhar Muhan in Jagatsinghpur district.
The approval clears the way for JSW to develop an all-weather, multi-cargo captive port facility that will serve as a critical enabler for its integrated steel and captive power plant in the region. The Odisha Maritime Board has been designated as the nodal agency to oversee the implementation, operation, and compliance of the project.
The jetty, part of JSW’s broader industrial roadmap in Odisha, is expected to significantly improve cargo throughput capacity and enhance raw material and finished goods logistics. It represents a vital component of the state’s port-led industrialization strategy outlined in the Odisha Port Policy 2022.
Originally greenlit in principle in 2018, following the state’s High-Level Clearance Authority’s approval of JSW’s steel plant in 2017, the jetty has been designed to streamline maritime transport and unlock economic value in the coastal region.
As per estimates, the project will generate employment for approximately 3,450 individuals, including both direct and indirect jobs. It is also expected to catalyze ancillary development in logistics, warehousing, and related services while boosting state revenue through expanded trade and industrial operations.
The project aligns with Odisha’s strategic focus on infrastructure-led growth and industrialization, especially in high-potential coastal corridors. By facilitating seamless movement of bulk cargo, the jetty is set to strengthen Odisha’s position as a key player in India’s steel and heavy manufacturing sectors.
The Cabinet’s approval underscores the government’s commitment to accelerating industrial infrastructure and enabling high-impact investments. With the signing of the Concession Agreement imminent, the project marks a pivotal advancement in Odisha’s bid to become a leading destination for large-scale, port-backed industrial development.
