Odisha Budget 2025-26: CM Majhi Presents ₹2.9 Lakh Crore Plan

Odisha Chief Minister Mohan Charan Majhi unveiled the state’s budget for the fiscal year 2025-26 on Monday, presenting a total outlay of ₹2.9 lakh crore. This marks his first full-fledged budget since assuming office in June 2024. The budget focuses on strengthening key sectors such as agriculture, infrastructure, healthcare, education, and social welfare.
Key Sectoral Allocations
Agriculture & Farmer Welfare
- ₹37,838 crore earmarked for the agriculture sector.
- ₹2,020 crore allocated for CM KISAN Yojana.
- ₹600 crore set aside for Shree Anna Abhiyan to boost millet cultivation.
- ₹695 crore allocated for crop diversification initiatives.
- ₹164 crore for Mukhyamantri Kamdhenu Yojana supporting livestock development.
Irrigation & Water Management
- ₹850 crore dedicated to the renovation of Hirakud Dam.
- ₹1,315 crore for the Water Sector Infrastructure Development Programme.
- ₹1,786 crore allocated for the Accelerated Irrigation Benefit Programme (AIBP).

Revenue & Financial Overview
The budget estimates a revenue receipt of ₹2,32,000 crore, with state tax revenues contributing ₹66,000 crore, non-tax revenues at ₹60,000 crore, and central transfers amounting to ₹1,06,000 crore. Capital receipts, including public debt and recoveries, are projected at ₹58,000 crore.
