Odisha Approves 324 Industries Worth Rs 7 Lakh Crore in 20 Months

Massive investments to create over 4.5 lakh jobs as the state accelerates industrial development

Bhubaneswar: Odisha has recorded strong industrial growth over the last 20 months, approving 324 large and medium industries with a proposed investment of Rs 7,06,209 crore. These projects are expected to generate employment for 4,57,252 people, Industries Minister Sampad Chandra Swain said in the state assembly.

Responding to a question from Patkura MLA Arvind Mohapatra, the minister said the approved projects received clearance between April 2024 and November 30, 2025. All approvals were processed through the State Single Window System, which aims to simplify investment procedures and support rapid industrial expansion in Odisha.

Swain noted that the clearances reflect Odisha’s growing reputation as a preferred investment destination, supported by strong policy frameworks and efficient project approvals.

According to the Industrial Policy Resolution 2022 (IPR 2022), large industries must start commercial production within five years from their first fixed capital investment. Medium industries are required to begin operations within three years. The minister said these timelines ensure faster project implementation and timely job creation.

During the question hour, the minister confirmed that the 324 approved projects will play a major role in creating new employment opportunities across sectors. He said the state government is committed to supporting investors and strengthening Odisha’s position as a leading industrial hub.

Replying to MLA Irasis Acharya, Swain said that the new government has approved 50 weaving industry projects. He also shared that during the Odisha Textiles Conclave 2025, the state announced plans to set up modern textile parks in six districts.

The conclave secured MoUs worth Rs 7,808 crore, with a goal of generating 49,000 jobs. The minister said this will help transform the textile and apparel sector into a strong employment generator for rural and semi-urban areas.

Responding to MLA Badri Narayan Patra, the minister confirmed that JSW Steel has received approval to set up a 6 million tonnes per annum (MTPA) integrated steel plant in the Patna block of Keonjhar district.

The project, with an investment of Rs 35,000 crore, is expected to generate around 8,000 direct and indirect jobs. JSW has applied for land across 12 villages, and the government has shared the status of these applications in the assembly.

In reply to MLA Dhruva Sahu, the minister said that the partnership of Mittal Group and Japan’s Nippon Steel has secured approval to build a massive 24 MTPA integrated steel plant at Mahakalapada in Kendrapada district.

With an investment plan of Rs 1,02,275 crore, this project is one of the largest single-location industrial investments proposed in recent years. It is expected to create nearly 16,000 jobs.

Highlighting the state’s entrepreneurship ecosystem, the minister said more than 2,000 startups have been established in Odisha over the past four years.

During the discussion, MLAs Bibhuti Balabantray, Dhruba Sahoo, and Rama Chandra Kadam also raised concerns regarding land issues, industrial area encroachments, and project implementation.

Overall, the minister said the government is actively working to speed up industrial approvals, resolve land issues, and support large investments to boost Odisha’s economic growth.
