Odisha Accelerates Land Acquisition to Boost Industrial Growth

State Targets ₹5 Lakh Crore Investment with Mission-Mode Land Development
The Odisha government is fast-tracking land acquisition to attract major industrial investments under its “Utkarsh Odisha” initiative. The Odisha Industrial Infrastructure Development Corporation (IDCO) has been directed to adopt a mission-mode approach to create a robust land bank, facilitating projects worth over ₹5 lakh crore in the next five years.
IDCO has identified key locations for land acquisition, including Dhamra, Paradip, Bhubaneswar, and Kalinga Nagar in Jajpur district. Additionally, areas in Keonjhar district, such as Bansapal-Patna-Barbil, have been earmarked.
Land has also been identified in Kendrapara for a proposed steel and jetty complex. Other districts like Anugul, Sambalpur, and Jharsuguda are set to host metal and downstream industries, agro-processing units, and tourism infrastructure .
District Collectors have been instructed to prioritize these regions, focusing on non-irrigated and degraded government land to minimize displacement. IDCO will collaborate closely with district-level officials to streamline land identification and acquisition processes.
In a recent meeting chaired by Revenue and Disaster Management Minister Suresh Pujari, it was decided that only suitable government land would be demarcated for industrial use, avoiding the acquisition of private land. This approach aims to expedite project implementation while minimizing social impact .
These efforts align with Odisha’s broader vision to transform into a leading industrial hub, ensuring sustainable development and economic growth across the state.
