Minister Swain Calls for Fast-Track Clearances for Key IOCL Projects

Minister Sampad Swain Directs Swift Action on Land and Clearances for Paradeep and Bhadrak Ventures
In a decisive move to bolster Odisha’s industrial growth, Industries and Skill Development Minister Sampad Chandra Swain chaired a high-level meeting today at Kharavel Bhawan, directing officials to expedite land acquisition and statutory clearances for two major Indian Oil Corporation Limited (IOCL) projects.
The review focused on the proposed Dual Feed Naphtha Cracker Plant in Paradeep and a Yarn Manufacturing Unit in Bhadrak—both pivotal to advancing the “Purvodaya” initiative aimed at economic revitalization of eastern India.
“These ventures mark critical inflection points in Odisha’s development journey. Swift execution will unlock substantial investment and generate large-scale employment,” said Minister Swain, urging inter-departmental coordination to remove implementation bottlenecks.
The Paradeep cracker unit is expected to catalyze Odisha’s petrochemical ecosystem, while the Bhadrak yarn plant will strengthen rural employment and scale up textile production across the state.
Minister Suryabanshi Suraj, who holds multiple portfolios including Higher Education and Culture, echoed Swain’s call for synchronized action across government agencies to achieve long-term economic objectives.
The meeting included senior state officials such as Industries Additional Chief Secretary Hemant Sharma and representatives from IOCL, IDCO, IPICOL, Tata Power, OPTCL, and the Dredging Corporation of India. District collectors from Bhadrak and Jagatsinghpur were also present.
The state government reaffirmed its commitment to enabling industrial progress through proactive governance, positioning Odisha as a hub for infrastructure-led and investment-driven growth.
