Major Police Reshuffle in Odisha Announced

Home Department transfers and reassigns senior officers across Commissionerate, Vigilance, EOW, and State Police Headquarters
Bhubaneswar: The Odisha government on Thursday announced a significant reshuffle in the police administration, transferring and reassigning several senior officers across key positions. The Home Department issued a formal notification detailing the changes, which are aimed at streamlining the force’s operations and strengthening law enforcement in crucial wings.
As part of the reshuffle, changes have been effected at the twin city Police Commissionerate, Cuttack-Bhubaneswar.
* Bimalendu Satapathy, who was serving as Deputy Commissioner of Police (DCP), Commissionerate Police, has been posted as Superintendent of Police (SP), Police Headquarters.
* Kishore Chandra Mund, previously an in-situ Additional DCP, Commissionerate Police, has now been promoted as DCP, Commissionerate Police.
* Anup Kumar Kanungo, also an in-situ Additional DCP with the Commissionerate Police, has been reassigned as DCP, Commissionerate Police.
These transfers mark an important change in the leadership structure of the Commissionerate, which plays a central role in law and order management of the state capital region.
Several officers have been shifted to the State Police Headquarters in Cuttack.
* Surendra Nath Rayaguru, earlier in-situ Additional SP at Talcher Headquarters, Angul, will now serve as SP at the State Police Headquarters.
* Anand Bardhan Guru, formerly in-situ Additional SP, Kalahandi, has been posted as SP at the State Police Headquarters.
* Debadutta Kar, who was serving as in-situ Additional DCP, Bhubaneswar Commissionerate Police, has been reassigned as SP, State Police Headquarters.
* Prava Sankar Nayak, in-situ Additional SP, State Police Headquarters, has been posted as Assistant Inspector General (AIG) of Police, SP Headquarters.
* Tapan Narayan Rath, previously in-situ Additional SP, State Police Headquarters, has been transferred as AIG of Police, SP Headquarters, Cuttack.
The reshuffle also covers sensitive wings such as Vigilance, the Economic Offences Wing (EOW), and the Special Branch.
* Satyaban Mahananda, in-situ Additional SP, Vigilance, has now been posted as SP, Vigilance.
* Srikanta Kumar Behera, in-situ Additional SP, Police Headquarters, Cuttack, has been transferred as SP, EOW, Bhubaneswar.
* Debashsi Dhal, who was serving as in-situ Additional SP, ICUAW, Kendrapara, has been posted as SP, Special Branch.
These changes reflect the government’s focus on strengthening specialized investigative and intelligence units.
In a move to bolster maritime security, Satyajit Mishra, in-situ Additional SP, Railways, has been transferred as AIG of Police, Marine and Coastal Security. The posting is expected to add strategic depth to coastal policing, given Odisha’s long and vulnerable coastline.
Officials said the reshuffle has been carried out to infuse new energy into the police force, ensure balanced leadership in key positions, and enhance coordination between different wings. With postings spread across Commissionerate Police, State Headquarters, Vigilance, EOW, and coastal security, the government aims to bring a more structured and result-oriented approach to policing.
The notification has already come into effect, and officers are expected to take charge of their new responsibilities shortly.
