JSW Cement Commissions New Grinding Unit in Odisha

The Sambalpur facility strengthens JSW Cement’s manufacturing footprint and supports Odisha’s industrial growth drive and to Boost Eastern Market Presence

Bhubaneswar : JSW Cement, part of the US$23 billion JSW Group, has commissioned a new state-of-the-art cement grinding unit in Sambalpur, Odisha, through its majority-owned subsidiary, Shiva Cement. The facility, developed in collaboration with Bhushan Power and Steel Limited (BPSL), marks a major milestone in the company’s eastern India expansion strategy.

The new unit, with an installed capacity of 1.0 million tonnes per annum (MTPA), will cater exclusively to Shiva Cement’s consumption needs. The project reflects JSW Cement’s commitment to leveraging Odisha’s growing industrial base and strategic location to serve key infrastructure and construction markets in the region.

Located near the borders of Odisha, Chhattisgarh, and Jharkhand, the new Sambalpur unit enjoys logistical advantages with close access to critical raw materials. This strategic positioning allows JSW Cement to serve multiple states efficiently while reducing transportation costs and environmental impact.

According to company officials, the plant’s commissioning aligns with JSW Cement’s vision of becoming a leading player in the eastern region, where infrastructure investments and industrial development are on the rise. The Odisha facility is expected to play a pivotal role in meeting the growing demand for quality cement in both public and private sector projects.

“The eastern region of the country is poised for exponential growth in the coming years. With rapid expansion in manufacturing and infrastructure, Odisha is playing a key role in the region’s economic progress. This new facility in Sambalpur represents our strategic commitment to the state and the region,” said Nilesh Narwekar, Chief Executive Officer of JSW Cement.

With the commissioning of this unit, JSW Cement’s total installed capacity across its subsidiaries has increased to 21.6 MTPA. The company is steadily progressing towards its pan-India capacity target of 41.85 MTPA in grinding and 13.04 MTPA in clinker production under its approved expansion plan.

The upcoming Nagaur integrated unit in Rajasthan, which will include 3.3 MTPA clinker and 3.5 MTPA grinding capacity, is also advancing on schedule. Once operational, it will further strengthen JSW Cement’s integrated manufacturing base across the country.

Industry analysts note that the company’s focused expansion in high-growth regions like Odisha, coupled with its technological and sustainability strengths, positions it well to capture rising demand from India’s ongoing infrastructure and housing boom.

JSW Cement continues to maintain one of the lowest carbon footprints in the global cement industry. During the first quarter of FY26, the company recorded carbon dioxide emissions of just 277 kilograms per tonne of cementitious material — among the lowest globally.

In line with its sustainability goals, the Sambalpur unit incorporates energy-efficient technologies, water recycling systems, and optimized logistics to minimize its environmental impact. The company’s approach emphasizes the use of industrial by-products like slag in cement manufacturing, contributing to circular economy practices and reducing the industry’s dependency on natural resources.

“The world-class facility will further consolidate and expand the eco-friendly footprint of JSW Cement. We aim to grow responsibly while supporting India’s transition toward greener infrastructure,” Narwekar added.

Odisha has emerged as one of India’s fastest-growing industrial states, with strong government support for investments in steel, cement, aluminium, and power sectors. JSW Group already has a significant presence in the state through its steel and cement operations. The new grinding unit underscores the company’s long-term commitment to Odisha’s economic development and employment generation.

As of October 8, 2025, JSW Cement’s share price (NSE: JSWCEMENT) opened at ₹139.74 and touched a low of ₹139.30 by mid-morning trade, reflecting steady investor confidence following the announcement.

With the commissioning of the Sambalpur unit, JSW Cement not only strengthens its foothold in eastern India but also reinforces Odisha’s growing role as a key hub in India’s industrial and infrastructure growth story.
