Delhi Assembly Team Visits Odisha to Study e-Vidhan System

A delegation from the Delhi Assembly, led by Speaker Vijender Gupta, visited Odisha on Tuesday to study the state’s successful adoption of the e-Vidhan system—an initiative under the National e-Vidhan Application (NeVA) that aims to digitize legislative procedures and reduce paper usage.
Digital Transformation in Governance
The primary objective of the visit was to understand how Odisha has implemented the e-Vidhan platform to streamline legislative operations. The delegation examined how digital integration is driving efficiency and transparency in the Assembly’s daily proceedings.
Key Meetings with Odisha Leadership
During the three-day visit, the delegation met with Odisha Governor Raghubar Das, Assembly Speaker Surma Padhy, Chief Minister Mohan Charan Majhi, Deputy Speaker Mohan Singh Bisht, and senior officials from the NeVA project. Discussions focused on Odisha’s journey with e-Vidhan and its potential for replication in Delhi.
Showcasing Digital Attendance and Paperless Workflow
In a detailed session with CM Majhi, the Delhi team reviewed Odisha’s digital attendance system for legislators. This system allows MLAs to record their presence and access legislative business via digital dashboards, contributing to a fully paperless environment.
Assembly-to-Assembly Exchange
Speaker Vijender Gupta and Speaker Surma Padhy exchanged insights on Delhi’s upcoming e-Vidhan rollout. Padhy shared Odisha’s best practices and implementation challenges, assuring full support in helping Delhi achieve its digitization goals.
In a separate discussion, Speaker Gupta briefed Governor Das on Delhi Assembly’s plans to become fully solar-powered, targeting a capacity of 550 kW. The move is expected to save approximately ₹15 lakh per month in electricity costs.
Encouragement for Green Governance
Governor Das welcomed the sustainability initiative and expressed interest in implementing similar green energy solutions at the Raj Bhavan in Odisha. He emphasized the importance of integrating eco-friendly technologies in government institutions.
