Centre to Develop Four River Cruise Circuits in Odisha Under Cruise Bharat Mission

New initiative aims to boost riverine tourism, create jobs, and unlock Odisha’s coastal potential
Bhubaneswar: The Union Government has unveiled plans to develop four river cruise circuits in Odisha under the ambitious Cruise Bharat Mission, a project designed to tap into the state’s extensive riverine and coastal wealth.
The proposed circuits include Bhitarkanika, Jobra, Lalitgiri–Udaygiri–Ratnagiri, and the Balasore Hidden Beach, each chosen for its unique cultural, ecological, and tourism value. These destinations are expected to redefine Odisha’s place on the national and global cruise tourism map.
Launched on September 30, 2024, the Cruise Bharat Mission is one of the central government’s flagship programmes aimed at doubling cruise passenger traffic by 2029. It seeks to promote India’s maritime heritage, inland waterways, and coastal tourism while building modern infrastructure and ensuring sustainable tourism practices.
Officials highlighted that Odisha, with its vast river systems, pristine coastline, and historical sites, is well-positioned to emerge as a major hub under this initiative. By leveraging these assets, the state could attract both domestic and international travelers.
The four circuits proposed in Odisha are designed to highlight the state’s natural beauty and cultural richness.
* Bhitarkanika: Known for its mangrove ecosystem, estuarine crocodiles, and birdlife, Bhitarkanika offers eco-tourism opportunities that could attract nature enthusiasts worldwide.
* Jobra: Located near Cuttack, this circuit is expected to highlight riverfront experiences, combining leisure cruises with heritage walks in one of Odisha’s oldest urban centers.
* Lalitgiri–Udaygiri–Ratnagiri : Together forming the Diamond Triangle of Odisha’s Buddhist heritage, these sites will give travelers a unique experience that blends spirituality, history, and cultural exploration.
* Balasore Hidden Beach: Positioned as a serene getaway, this destination offers an unexplored coastal attraction that could appeal to both adventure seekers and leisure travelers.
By developing these diverse circuits, the government aims to showcase Odisha’s multidimensional tourism appeal—ranging from eco-tourism and cultural heritage to leisure and adventure.
One of the central objectives of the Cruise Bharat Mission is to enhance infrastructure. Plans include the development of world-class cruise terminals, modern jetties, and improved passenger amenities to provide seamless travel experiences. The mission is also expected to create thousands of direct and indirect jobs, boosting local economies and empowering communities in coastal and riverine regions.
In Odisha alone, the circuits are expected to generate significant employment opportunities, benefiting boat operators, guides, artisans, hoteliers, and transport service providers. Local communities are expected to play a key role in providing authentic cultural experiences to visitors.
The Indian government has already laid the foundation for river-based tourism in Odisha by declaring six National Waterways in the state. These waterways, identified after detailed techno-economic feasibility studies, have been found viable for both cargo and passenger movement.
The integration of river cruise circuits with inland waterway development will not only boost tourism but also improve connectivity, encourage eco-friendly transport, and stimulate trade and commerce in the region.
Experts believe that the combination of inland waterways and cruise tourism could transform Odisha into a vibrant destination for both domestic and international tourists. The initiative is expected to promote sustainable tourism practices, ensure conservation of ecological sites like Bhitarkanika, and create long-term economic benefits for the state.
