BDA Makes Unique Account Number (UAN) Mandatory by August 31 for Property Services

Bhubaneswar: The Bhubaneswar Development Authority (BDA) has announced that all property allottees must generate a Unique Account Number (UAN) by August 31, 2025, to access a full range of its property-related services. This move is part of BDA’s ongoing effort to digitize and streamline its operations.

The UAN will serve as a crucial reference number for both pre- and post-allotment services, such as asset allotment, execution of lease deeds, issuance of No Objection Certificates (NOCs) for bank loans, property transfers, and leasehold-to-freehold conversions. Allottees can generate their UANs through the official BDA website: [www.bda.gov.in](http://www.bda.gov.in).

To ease the transition, BDA is also setting up a UAN Facilitation Cell at its office to assist applicants with registration and documentation queries.

Alongside the UAN initiative, BDA is making steady progress in its leasehold-to-freehold conversion programme. So far, 743 conveyance deeds have been registered out of 1,250 total applications. Notably, 843 applications were submitted via the BDA’s online portal, indicating a growing public interest in digital governance.

To qualify for freehold conversion, applicants must meet specific conditions:

* They must have built a residential structure on their allotted plot.
* They must have held possession of the property for more than five years.
* A lease deed must have been executed with BDA.

Currently, 27 housing schemes are eligible for the conversion process, including Pokhariput Phases I–III, Prachi Enclave, Lumbini Vihar, Udayagiri Vihar, and Lingaraj Vihar.

Applicants are required to pay a conversion fee equivalent to 3% of the latest Benchmark Valuation of Gharabari Kissan land, as notified by the State Government in its 2024 valuation chart.

Those with mortgaged properties must obtain an NOC from their financial institution. Additionally, applicants must submit an affidavit confirming that the property is free of legal disputes. If the property is involved in ongoing legal proceedings, the application will only be processed after court resolution.

Encroachers of government or BDA land must vacate the encroached area and submit a sworn affidavit before being considered eligible for conversion.

The BDA’s UAN and digital service initiatives mark a significant step toward transparent and efficient property administration in Bhubaneswar, offering residents easier access to services while reinforcing accountability and legal compliance.
