State Gears Up for Industrial Safety as Three High-Tech Units Take Shape near Bhubaneswar
Bhubaneswar : In a major boost to Odisha’s semiconductor and electronics manufacturing ecosystem, Chief Minister Mohan Charan Majhi will perform the ground-breaking ceremony of SiCSem Pvt Ltd’s compound semiconductor fabrication and ATMP facility at Info Valley-II in Khurda on Saturday. The milestone project marks Odisha’s entry into India’s growing semiconductor value chain and reflects the state’s emergence as a key hub for high-tech industries.
SiCSem Pvt Ltd, a subsidiary of Archean Chemical Industries Ltd, will invest Rs 2,067 crore in the facility, which will process 60,000 silicon carbide (SiC) wafers annually and package nearly 96 million MOSFETs and diodes. These advanced components are essential for sectors such as electric vehicles (EVs), renewable energy systems, and smart grids — all central to India’s green and digital transition. The plant is expected to create hundreds of direct and indirect employment opportunities while fostering a skilled ecosystem around semiconductor design and manufacturing in Odisha.
Union Minister of Railways, Information & Broadcasting, and Electronics & Information Technology Ashwini Vaishnaw will also attend the event, which will coincide with the signing of a Memorandum of Understanding (MoU) between the Ministry of Railways and the Odisha government at Lok Seva Bhawan. The MoU aims to strengthen the state’s railway network and improve logistics and connectivity, particularly around emerging industrial clusters.
Officials said the semiconductor facility at Info Valley-II represents a strategic leap for Odisha, aligning with the Centre’s vision of establishing India as a global semiconductor manufacturing hub. The project will be a key part of the state’s electronics and IT corridor, attracting further investments and technology collaborations in the near future.
Meanwhile, the state government has initiated comprehensive safety preparedness measures in anticipation of the semiconductor units becoming operational. As part of this, nearby hospitals and emergency services are being upgraded to handle potential industrial emergencies, especially those involving hazardous gases and chemicals used in semiconductor fabrication.
The Health and Family Welfare Department, following directives from the Electronics and IT Department, has been tasked with ensuring that both government and private hospitals in and around Info Valley-II and the greater Bhubaneswar area are equipped and trained to respond to such emergencies. The move follows a national push for stronger industrial safety standards across semiconductor facilities, in line with directives issued by Prime Minister Narendra Modi and advisories from the Ministry of Electronics and Information Technology (MeitY).
Officials said three companies — SiCSem Pvt Ltd, RIR Power Electronics Ltd, and 3D Glass Solutions Inc — are in the process of setting up their semiconductor and electronics manufacturing units in the Info Valley-II industrial zone. With multiple facilities under development, the state is taking proactive steps to establish robust safety and medical response systems.
The Electronics and IT Department has circulated a detailed list of chemicals used in semiconductor manufacturing, along with their Material Safety Data Sheets (MSDS), to sensitize doctors, paramedics, and first responders. Hospitals have been instructed to align their emergency response systems with medical guidelines prepared by the Semiconductor Laboratory (SCL), Mohali, in consultation with AIIMS New Delhi. These guidelines include instructions on emergency treatment and antidotes for exposure to specific process gases and chemicals used in chip fabrication.
Officials noted that the initiative underscores Odisha’s commitment to industrial safety, sustainable growth, and preparedness as it welcomes high-value manufacturing investments. The combination of world-class industrial projects and proactive safety planning positions the state as a model for balanced and responsible industrialization.
With the groundbreaking of SiCSem’s facility, Odisha is poised to take a decisive step into the future of semiconductor manufacturing — a sector critical to India’s ambition of technological self-reliance and global competitiveness.
