New scheme to offer up to Rs 12,000 for childbirth, higher pay for Anganwadi workers

The Odisha Cabinet has approved a major change in its maternal welfare policy by merging the state’s MAMATA scheme with the Central government’s Pradhan Mantri Matru Vandana Yojana (PMMVY). The new combined initiative will be called ‘MAMATA-PMMVY’ and will start from April 1, 2025.

Under the new scheme, mothers will receive financial support of Rs 12,000 for the birth of a girl child and Rs 10,000 for a boy. For women belonging to Particularly Vulnerable Tribal Groups (PVTGs), the incentive remains the same—Rs 12,000 for each live birth, no matter how many children they already have.

The Cabinet also decided to increase the incentives for Anganwadi workers who help implement the scheme. Now, Anganwadi Workers will get Rs 250 and Anganwadi Helpers will receive Rs 150 for every beneficiary they assist.

The merged scheme will follow the eligibility rules of the PMMVY. It aims to reduce the financial burden on pregnant women and new mothers, especially in poor and tribal communities. The focus is to encourage institutional deliveries, reduce infant and maternal deaths, and promote better nutrition for mothers and children.

The Odisha government has planned a total budget of Rs 2,670 crore to run the MAMATA-PMMVY scheme over the next five years.

Officials say this move will not only simplify the process for beneficiaries by combining two similar schemes, but also improve efficiency and reach, especially in rural and remote areas.

This co-branded scheme is a part of Odisha’s broader efforts to improve maternal and child health in the state. The government hopes that the increased incentives and support will encourage more women to register for care early and follow through with health check-ups and vaccinations during and after pregnancy.

The decision also highlights the state’s push to work closely with the Centre in implementing welfare schemes, while making space for Odisha-specific needs like support for tribal communities.

With this step, Odisha joins a growing list of states that are streamlining welfare delivery and ensuring timely help reaches mothers when they need it most.
